This package should contain two things: either a Type 1 or TrueType font called “Cheap Signage Standard” and a Type 3 font called “Cheap Signage”.
The T1 and TT versions are standard fonts, UC/LC, numbers, and punctuation. Sorry, the only bonus characters you get are the emdash and bullet.
The Type 3 font has the same characters, but also takes advantage of Type 3’s ability to use other PostScript code (that is, other than just font-specific stuff). The font changes the shapes of the characters as it goes along, so it comes out differently each time it prints. As I am a designer not a programmer, it is not exactly fast but you shouldn’t notice too much difference in print time unless you have quite a few words on the page. It works best above 12pts, but looks fine down to 6pt. There is no weird PostScript in it and it has worked fine on every PS printer I’ve tried, including clones and imagesetters.
The general idea was to look like cheap signage (hence the name). It is Helvetica Extended drawn from memory, just like Ed Fella does it.
All fonts are free of charge. If you like them, send me a postcard:

Please keep packages together if you redistribute them as most people tend to pass up Type Three fonts these days.
